Mr. Usman Gul is a graduate of 86th PMA long Course Military Training at PMA Kakul. He retired as Captain from Pakistan Army and joined the Pakistan Administrative Service in 1997. He holds a Master Degree in Public Policy & Management from Potsdam University, Germany, an MBA (Finance) from Institute of Management Studies, University of Peshawar and a Postgraduate Diploma in International Human Rights (Affiliated with University of Oslo), Faculty of Law University of Peshawar. Several of his research papers have also been published. He is also graduate of NS & WC from NDU and SMC from NIPA Lahore.

Mr. Tariq Bakhtiar

Chief Instructor of Senior Management Course

MBA in Finance & Accounting, from Preston University Peshawar in 2004. He has served at various positions in field formations of IRS at various stations. Besides, he has also served in FBR (Hqs) Islamabad, as secretary IR operation for one Year. Before, joining NIPA, Peshawar, he was Commissioner IRS, Abbottabad. Mr. Tariq Bakhtiar has attended several inland and foreign trainings including a training course in Kauala Lumpur, Malaysia, regarding Audit techniques in 2011, a training course in Beijing , China regarding Tax statistics for developing countries in 2016, and a Language course in Beijing , China in 2019.

Mr. Shaukat Hayat

Directing Staff

Training Program (CTP). He did his specialized training (STP) from Directorate of Training and Research (DOT), Lahore in 2003. Mr. Shaukat did 17th Mid Career Management Course and 27th Senior Management Course from National Institute of Management Peshawar in 2014 and 2020 respectively. In addition to these training programs, he also completed various courses and training sessions during his professional career. He remained posted as Assistant Commissioner (IR), Deputy Commissioner (IR), Additional Commissioner (IR) and Additional Director Internal Audit in various field formations. His last posting before joining NIPA as Directing Staff (DS), in August 2023, was Commissioner Corporate Zone, Regional Tax Office, Peshawar.

Dr. Abrar Ullah

Directing Staff

Ullah holds a PhD in Management from University Technology Malaysia (UTM), Malaysia and an MS in Management from Brunel University, West London, UK. His academic and research work, particularly in the field of management sciences, has been published. At the University of Swabi, Dr. Abrar Ullah also held administrative roles. He served as the Director of the Quality Enhancement Cell (QEC), where he was responsible for maintaining and enhancing academic standards. Additionally, he served as Deputy Registrar and Head of the Department of Tourism & Hotel Management, where he played a role in the university's academic and administrative functions.

Dr. Muqeem ul Islam

Chief Instructor/Associate Professor/Director

Policy and Governance from the National Defence University (NDU), Islamabad, he specializes in Public Policy, Public Admiration, Institutional Economics and Economic Development. His doctoral dissertation, titled “Impact of Institutional Quality and Governance on Structural Change and Economic Development: A Cross-Country Analysis Using Extreme Bound Regressions”, involved an extensive econometric study using advanced programming techniques to conduct 36,000 regressions, demonstrating his command of cutting-edge quantitative methods. Dr. Muqeem is also a Fellow of the Blavatnik School of Government at the University of Oxford, UK, where he studied Public Policy and Economics. Additionally, he has completed a Fellowship in Structural Adjustment Programmes from the International Monetary Fund (IMF), Washington, D.C., and holds an MPhil in Development Economics and MSc in Economics from the International Islamic University, Islamabad (IIUI). His education, shaped by diverse international perspectives, includes learning from esteemed faculty from Jordan, Saudi Arabia, and Egypt, which honed his proficiency in the Arabic language and enriched his global outlook. Academic Contributions Dr. Muqeem has an extensive teaching portfolio at the graduate level, having taught and supervised master's and doctoral students in Public Policy, Public Administration, and Economics. He has also authored 21 research papers on topics ranging from governance to economic development and published three books. As the founding editor of the Khyber Journal of Public Policy, he has contributed significantly to advancing research output at the National School of Public Policy (NSPP), Peshawar. Dr. Muqeem has designed and taught graduate-level courses at NIPA, NSPP, and the School of Economics at IIUI while serving as an Assistant Professor (3years).

Dr. Muqeem has held key leadership positions in policy-making and implementation, including:

• Director General (Skills & Curricula), NAVTTC: Led the development of 27 diplomas and 40 level-4 qualifications under Competency-Based Training and Assessment (CBT&A), introducing high-tech short courses nationwide.
• Director General (Planning & Development): Designed and spearheaded the Rs. 9.8 billion Skills for All project, from its conceptualization to implementation.
• Director General (Accreditation & International Cooperation): Negotiated and signed MoUs with Finland and Singapore, enhancing Pakistan's international cooperation in TVET.
• Chief Executive Officer (NAC-TVS): Established the National Accreditation Council for Technical and Vocational Skills (NAC-TVS) and operationalized its functions.
• Policy Consultant, OIC (SESRIC, Ankara): Developed the TVET Strategy and Policy Document for the Organization of Islamic Cooperation.

Dr. Muqeem's international experience is extensive, with visits to over ten countries, including China, the UK, Canada, Qatar, Turkey, the Philippines, Saudi Arabia, and Mauritius. He is multilingual, with fluency in English and Urdu, and proficiency in Arabic.

Mr. Shabid Ullah

He has served as an Information Officer at the Press Information Department, Peshawar, Public Relations Officer to the Governor of KP, and Director of Information at FATA Secretariat. He has also worked as Deputy Director Special Assignments (Admn/Budget and Accounts/Advertisements and Publicity) at the Press Information Department, Peshawar. Furthermore, he has served as the Regional Press Registrar in Peshawar for the Ministry of Information & Broadcasting. Before joining NIPA, Peshawar, he contributed to the institute as a guest speaker in MCMCs, Junior Command Courses of K.P. Police, and courses for officers of the Revenue Departments of Gilgit Baltistan and Baluchistan conducted by PPSA.

Mr. Jehanzeb Khan Orakzai

obtained an Executive diploma and various certificates in advanced computer sciences/IT subjects, as well as a degree in education from the University of Peshawar. Before joining this institute, he served as a Lecturer at Islamia College Peshawar. He taught various computer science/IT subjects to graduate and postgraduate students at different universities, including ABASYN University, Sarhad University, Center of Applied Epistemic, and the University of Peshawar. He has authored a research thesis on “Urdu OCR” (Optical Character Recognition) and a few research papers on “Urdu Optical Character Recognition”.

Dr. Muhammad Riaz Khan

Dr. Khan has served as a consultant to the Research and Policy Unit (RPU) of the Department of Local Government, Elections, and Rural Development. He has been engaged as a Master Trainer with various institutions, including the Youth Directorate, Directorate of Colleges, Higher Education Academy for Research and Training (HEART), COMSATS’ Faculty Development Academy (FDA), and prominent corporate entities. He is a certified Project Management Professional and Data Analytics Professional by Google. He has been awarded fellowships and grants to present his research at esteemed platforms such as the INSPIRE conference in Dubai (2014), the International Association for Conflict Management (IACM) in Florida (2015), Columbia University in New York (2016), and the virtual IACM Conference (2021). He has published more than 10 research papers in the national & international prestigious journals.

Mr. Asad Zia Siddiqui

Furthermore, he has completed a one-year diploma in IT and holds various IT certificates such as CCNA, MCP, MCSE, Linux Administration, Wireless Basics, VOIP Infrastructure, CIW, CNT, OCP DBA, CLA, CHT, and AOA. He has more than twenty-three years of working experience, with nineteen years in the government sector.
